Fanart demands less of a time investment from the viewer, and I have noticed that the standards by which fanart is judged are completely different than fic. Cutesy little jokes that in fic would be lambasted as horribly OOC get lauded in fanart all the time.

It's okay for people to have a personal preference, but I'd side-eye anybody who says that fanart as a rule is better quality than fanfic.

Yeah, I agree with this. A lot of fanart/comics I've seen involve turning the characters into caricatures, and while a lot of fanfic is OOC, it's never to that extent.

I have to admit I find a lot of this fanart amusing and cute, but I probably wouldn't tolerate it in fic.

Both your points are good ones, and I'd further posit that they're related. When a bad joke takes you two seconds to look at and get, you might still laugh. When it takes several pages, you're going to be less inclined to appreciate it because you've wasted your time in anticipation of something better.
