I don't mind it unless they are dressing them up as a character the kid should have no clue about.

Like, there is a pic of a kid dressed as Alex from Clockwork Orange floating around the internet and everyone is all "oh how cute and sweet" but all I can think is that the parent has dressed their kid up as a rapist. There is another of young child about six to eight dressed as Hannibal Lector (movie version in the straight jacket and face mask and tied to the trolley). Do six year olds really know who Hannibal is?

Yeah, this...there's a clickbait list of halloween pictures that goes around every October that's something like 'best parents ever'...one of the pics is a pair of kids dressed as Walt and Jesse from Breaking Bad. I've also seen Don Draper, complete with glass of (hopefully fake) booze.

It's just like...No. No. Bad parent.

But most of the time, no issue.

Yeah, this. Mostly, I think kids in costumes are the greatest. Honestly, even if it is a character the kid probably doesn't know much about (like, say, Captain Marvel). But when it's bitty baby Hitgirl or Hellraiser...I mean...Hellraiser. Seriously, what.

My rule is, if it's something you wouldn't actually show to a child of that age (or that the child wouldn't recognize due to pop cultural osmosis), don't dress them up as that. The other day I saw some photos of a couple of 2-3 year old kids in Kill la Kill cosplay. WTF, parents, what are you doing dressing your children as the main characters of a titty fanservice anime?

Uh, some of them do. I was looking up what a lobotomy was at right around that age.

Kids should be allowed to dress up as things and characters that are meaningful to them. It's not their job to like what their parents think they should like, or what other adults will consider cute and age-appropriate. Some kids just don't fit the innocent mold.

OTOH, I agree that dressing a kid who doesn't have any clue who Alex is in a Clockwork Orange costume because the adults find it amusing is questionable, at best.
