Probably because a lot of their userbase has gotten older and moved on to Reddit (or been banned and had to switch to 12chan.)

They are taking pictures of minors and photoshopping their heads onto gore and porn. They are spamming gore and porn in depression and suicide tags. They are hacking peoples tumblrs. None of that is okay.
