Trying to think of things that haven't been named...

Man of La Mancha
Mary Poppins
Raggedy Ann and Andy (Joe Raposo at his sweetest!)
You're a Good Man, Charlie Brown

Stuff I haven't seen, but I think has no romance:
Spamalot
Seussical

Very minor romance (like, there are characters who acknowledge their attraction but it's not a focus--your mileage may vary):
Reefer Madness
Mulan
Joseph King of Dreams

...if I think of more I shall edit!

Spamalot has romance, but it's lampshaded and parodied like everything else.

I love Monty Python and the Holy Grail in its original state so much I really don't want to see the musical version.

I think they might consider Burt and Mary to be a romance. I haven't seen the stage musical, but certainly the "Jolly Holiday" song is romantic.

Haven't seen the stage musical either, but I always saw the "Jolly Holiday" number as fond and not romantic; more like Bert singing about Mother Nature or something equally unobtainable. Of course, it's been extremely long since I saw the movie as well.

I'd also count 'The Rocky Horror Picture Show'. There is one love song right at the start but as the whole musical was basically made to make fun of all other musicals I'm not sure if that counts or not.
