I don't think there's any romance in Oliver! There's definitely a relationship, but iirc it's extremely dysfunctional and not portrayed as romantic.

Yeah, there is a romantic song about how Nancy loves Bill Sykes ("As Long as He Needs Me") but it's mostly about how he treats her like shit and everyone thinks she should leave him, but she's sure he actually needs her and anyway she's lonely. And then he brutally kills her, so there's that.
