It's a manual of parliamentary procedure, most widely used in the US. Basically, if you have some kind of meeting or committee in the United States, odds are it'll be run according to some form of Robert's Rules of Order.

It's a set of rules for how a meeting should be conducted, stating things like who's in charge of what, especially who can speak and when. The bigger a group is, the more useful the rules can be. Groups will sometimes have a bylaw stating that meetings are to be conducted by Robert's Rules.

...I seem to have made it my life's goal to make sure that no meeting is ever conducted by the rules in my presence.
