- Portkey seems safer for transporting larger groups of people, specially children, because apparition may be more complicated to pull off with longer distances, and because it's not clear who would be in danger of being spliced in side-along apparition.

-Adult wizards are allowed to do magic wherever they please. Any un-authorized activity in Harry's house would have set off the charm because it assumes that Harry is the only (minor) wizard living there.

-It says right there in the quote: Baby Harry didn't understand what was going on. He thought his mother was playing along with the hooded figure. He thought the lights were pretty, rather than menacing. I don't remember in which part of the books that quote is from, but most of Harry's flashbacks to that event are told from a 3rd person PoV, or it's Harry having repressed memories resurface because of dementors or something similar.
