After doing some research on it, it sounds like it's more of a love letter project by the staff (every newspaper article I've seen has mentioned them wanting to provide a show for the girls who grew up watching it) versus a huge reboot that would have gotten an equally huge budget. It's only being distributed online on an off-schedule, which means it's not on a channel like most shows, so all the television funds that may have come in to supplement the animation money are probably nonexistent. Sailor Moon also doesn't need the kind of merch investment that a new series normally promises, since people will buy it regardless, so I don't think that aspect will bring in more fund money, either.

That said, I still think it's frustrating that they delayed it for so long and caused even more hype in the meantime, but a lot of people who haven't watched anime in years and picked up Crystal won't know what the trends or current animation looks like, so they'll have no problem with it/won't understand the complaints. This also includes a majority of the original fans in Japan itself, if we go by the premiere audience. They loved every minute of it. I hope the later episodes show some improvements, though. I know animating up to the last minute is a pretty common thing, but hearing that this was the same way even after the extra time was confusing.

I still think the art could have been better even if they are working with a minimal budget. Like if they knew that was the case, they should have made smarter decisions with the character designs. For instance think about how detailed the hair is, that is a lot of pencil mileage to animate when you're doing it right, a big way to save on budget is to save yourself pencil mileage and simplify. Even with digital tools it's still a good idea to make smart choices when animating to save yourself some work.

Part of what I've been thinking when I watch it is just wondering why they made the choices they did, I can be forgiving of a lot of art issues but I think the decision making hasn't all been on point either.

No, I agree, but I left my opinion out of it since I have seen so many opinions thrown around even before the trailer and the early premiere that I'm even tired of my own at this rate, haha.

My friend and I discussed it after we attended the early premiere, and the coloring/animation decisions were our big problem. The backgrounds were nice, but the characters designs didn't look like a part of the world. There were also nice bits of whole animation undercut by other cheap ones. The ones that stuck with me the most were Jadeite's first appearance--he looked fine (everyone cheered), they animated the full creation of the baddie, the baddie minion herself looked more detailed--but then stuff like the compact looks like a literal painted still. There's also the dramatic space pan in the opening that was also in the trailer, for another.

I know a lot of people are miffed about the proportions, but this is the stuff I can't ignore, and the stuff that could actually be fixable to a degree. That's why I'm hoping they'll be improving later on.

Agreed on all points. There was a lot of weird inconsistency in the episode and not even where you would expect it, they had things that looked cheap even in their shots where all the money should have gone and yet random moments looked really good.

And the proportions are not my main issue either, I waited to see the animation despite not liking the designs for that very reason. There are certain things that could be tweaked in a minor way that could lead to amazing results. Right now the two things I really want is a little more expression and some better perspective on the faces.

Same. I hope they manage it, because I would like to see this at its best, even if its best isn't what I was expecting. Thinking back on it, the silhouette pieces for the breaks were my favorite part. I hope they make some posters or postcards for those pieces, because I would put those on my wall.
