Well, there was one story in which he was revealed to have been a pimp before being brainwashed by the Red Skull or someone like that to be a sidekick to Cap to, I believe, betray him later. Or something like that. It hasn't been canon since pretty much the issue after it was revealed.

Personally, I think that just because the comics page didn't use the word "pimp" doesn't mean that we can't read the visual iconography in the relevant panels. Either way, it was about retconning an idealistic social worker into a small-time crook because that the writer felt that was more realistic for a black guy.
