Could have been either. Previous canon wasn't really firm on whether Nine was during the Time War or in its aftermath.

Part of Hurt's role was supposed to go to Eccleston according to Moffat, but Eccleston was an ass and turned the offer down.

Yes! Or Eccleston. I can understand using McGann considering the personal troubles they seem to have with Eccleston, but at least use Paul McGann who was clearly willing, and take advantage of Hurt's availability for an important guest role, now or later! Or the next Master, maybe? Of course I'd rather John Simm, but in case he is not available the next time the Master shows up, I mean?

This has nothing to do with John Hurt who is a great actor: but he just didn't make sense in this role. He throws off the numbering in a way that makes no sense: I already hated the whole Tenth regenerating into himself.

And should that little trick have that thrown off the numbering too? Seriously, the cycle is not 13 anymore, now it's 15? It's like TPTB have never heard of consistency... I know it's nit picking, but they are the ones who insisted on all these stupid details that make no sense and then trample all over their own continuity: they just do not respect the internal consistency of their own show or the viewers' intelligence, which makes it hard to care for the show and the characters.

No, the numbering is off because they stole a couple of lives.

Basically Moffat basically turned one whole life into a Noodle Incident and sacrificed another to retcon just so he could play with the drama of "Oh! The Doctor is dying and this time it's his last!".

Doctor Who does not have strong continuity. The twelve regenerations were sort of retconned in back in the 1970's to make the Time Lords less immortal, and they were already being retconned back out in the RTD era.

That Moffat acknowledged them at all is a giant nod toward the idea of continuity.

(And we can just not talk about the Valeyard.)
