This is one of those weird things for me. Personally, I can't write or read explicit fiction about people under 18. But, on the other hand, I'm aware that teens, even young teens, have sex so I don't feel it's unrealistic. I'll never forget sitting in French class as a sophomore and listening to a senior boy and senior girl high five each other for losing their virginities at 13.

I also think it's likely that at least some of those fics are written BY teenagers that age. I know when I was 13/14, I wrote fic but I wasn't attracted to the immature boys my age, so I generally wrote love interests that were significantly older (mid twenties).

Those fics were also awful and I'm glad I never posted them anywhere. They did help me to improve my typing speed though!

I think op's point is that most tv shows take the personalities of the "love interests that were significantly older (mid twenties)" then shove them in high school shows and claim they're the 13/14 year old boys that were too immature for you.

If tv high school were real high school most shows would be unwatchable

Yep. I've had younger fandom acquaintances complain about not being able to find a guy like [fictional character] and all I can think is "Honey, you're 16..."

I agree, especially about teens writing fics. I remember when I started my boy craze stage I was about 11. And all my crushes were considerably older than me, like Uncle Jesse was one of them. They weren't little "school girl crushes" either with all the wild fantasies that ran through my mind. I don't think I started to really like celebrity/fictional characters that were more around my own age until I was in my 20s.
