Are 18-year olds allowed to buy tobacco products there? Because if not, it looks to me like he didn't have a valid ID but wanted a smoke anyway.

Flavored cigars=blunt wrappers=pot. It's extremely common. Teenagers steal cigars from the liquor store near me all the time. It's a huge problem, actually.

That's a good point, though I have no idea what's the legal age.

Oh, yeah, I don't disagree there. Quite the contrary - that his offense is incredibly minor compared to the force used.
