Maybe a little bit, but most of the reason is because moe fandom is full of people who do want to fuck moe characters and is completely sexual.

Moe's supposed to be more unabashed cute than sexual. I've heard the reason why it's young girls is because it's supposed invoke a fatherly instinct not pedo stuff. Though obviously people cross the line.

Sometimes it is and sometimes it isn't. Anything that's cute and gets sexualized by fans will be branded "moe," whether it was meant to be sexual in the first place or not.

If you assume that everything is intended for the male gaze, then perhaps yes.

IMO, anime about boys hanging out doing nothing gets called "deep, moving," etc.
Girls hanging out is, "stupid, useless, only present for gross guys to like."

You got to be kidding yourself if you think a lot of the shows with a lineup of cute anime girl archetypes aren't being designed solely on how much they can pander to your dick.

That said, I'm not bothered by the audience a lot of this stuff is targeted towards. Why not target the folk who are more likely to buy merch and BDs? I'm more annoyed at how saturated Moe is, to the point I won't give most any of it a chance because it's probably all the same infantile SOL stories over and over. I can't help feeling entitled!

I like moe, in a non-sexual way. I mean, I'm a girl, granted, though I'm gay, but it's just not sexual for me. Gratuitous panty shots and obvious sexual innuendo disturbs me in moe, but I don't know, besides that it just makes me happy to watch purely cute things. It's a guilty pleasure. Like watching kitten videos on youtube, I like watching moe. If you think about it, I get the criticism and all, but to me it's just fun. Not all moe fans are perverted or sexual about it.
