This is one of those things where you have to remember that fans who think this are not misinterpreting the story or making a mistake that they can be convinced to correct or anything stupid-but-logical like that. This is just a case of the fans deciding that they want Harry to be a privileged jock and they want the Slytherins to be bullied woobies. What is actually shown in the books has absolutely no bearing on anything -- the canon is just a vessel/framework for the totally unrelated original story they want to hold in their minds.

As someone who has both been a bully and been bullied before, at least half the "bullying" behavior from the books I've seen people bring up sounds like people reaching just to make the books fit their own agenda on the matter.

Harry was occasionally a dick in the books...but quite frankly, so was everyone else, and just about everyone is occasionally a dick when they're teenagers - and most of us didn't have to deal with genocidal maniacs personally hunting us down. How many of us would be nice and sane if we had to deal with Hitler personally hunting us down on top of the usual bullshit that comes with high school?

This is exactly why CAPSLOCK!Harry from OotP is by far my favorite mode of Harry. I love him. So much. He is so completely ridiculous and idiotic (I say this with affection) and manages to feel so real in spite of the fact that he's in a situation that basically no one alive can relate to, but a lot of people can imagine.

I never understand people who complain about Harry's behavior in that book. I was in like fifth grade when the book came out, and even not having heard of things like PTSD yet, it seemed pretty obvious to me that Harry was still hurting/traumatized from the events of the fourth book, and then getting relentless attack propaganda thrown at him on top of that.

I mean, yeah, he made a huge mistake that got someone killed, I'm not even denying that. But for fuck's sake, people were pinning their hopes and impressions about an entire war on a traumatized teenager, who still spent the better part of the year trying to help people (i.e. teaching the DA) and dealing with the war as it was happening (i.e. Nagini's attack on Arthur). What the fuck did they expect?

Oh, yes, completely. I liked capslock!Harry so much better than HBP!Harry who seemed to be over Sirius' death far too quickly and wasn't feeling any of the pressure that he should have been feeling.

Are you talking about interpretation of the canon timeframe or expansion on the story (next generation RP and the like?)

Canon timeframe. Next generation stuff is pretty open, I guess -- you can always say "oh, well, things have changed in the 19 years since."
