I'm honestly surprised that someone who writes well communicates that way through text.

Maybe they're trying to appear accessible? Sometimes people who write well intimidate the people they'd like to comment on their stories so they get emoticonic to show that they're approachable.

Having been told my writing intimidates people, this is what I do. I don't do it excessively and I don't know how well it works, but I do it in an attempt to separate fic-writing-me from squeeing-fangirl-me.

There's also, for me at least, a general distinction between the kind of language and structure necessary for a decent fic and the kind necessary for general fandom communication. Sometimes, if I'm just enthusing about something within my fandom, the kind of syntax I'd use for fic is just overkill and far too serious.

I've never used any of OP's examples though, so I'm fairly sure they're not talking about me.

Yes, that's how I started to use emoticons. I've always hated them, but people told me I seemed "scary" based on my writing, so I started tossing happy faces in.

Oh my god in comments or chat people didn't understand I am sarcastic so emoticons became my new friends. Now I just don't care anymore.

I'm not. In writing you can describe actions (show not tell). In a response to a comment, you are writing the dialogue, and if you rely on body language a lot of communication...

I understand this. But it's still jarring. I find myself skipping comments as well. I don't want the lovely language of the fic ruined by a strange way of speaking of the writer underneath it.

Echoing the others and adding that I personally used to do this back in middle school and high school. I was allergic to the word "I", tossed in random capitals, had "^_^" as my goto emoticon... the works.

I personally thought I was being cute, and that's what I assume's going through the heads of anyone else who still types like that. Embarrasses the fuck out of you later, but that's life.

Yeah, it's fine if teenagers are doing it. Everyone does stupid stuff when they're young. It is even kinda cute then. Kids with their friends, having fun.

Doing it in the comments section of a serious fic? Not so cute.

I generally assume they're teenagers. It's when I find out they're not that it's weird.

Actually, just a few hours ago I came across an even more disconcerting example. I was browsing the prompts of a kink meme and one of the most vicious, noncon prompts imaginable was written like in this manner, with *squee* and \o/ and ;) and all kinds of indecipherable cutesy babble.

I guessed that it was probably someone pretty young, embarrassed at their own noncon fantasies, but the first impression it gave was that they thought noncon itself was \o/ and *wink wink* and so on.

lmao. I used to be like this -when I was a teen- and I think that it could be about the innocence of the writer and kind of feeling the crowd to be liked. Now I don't care about impressions online anymore.

Could be that they're awkward and self-conscious in social situations but are able to write fiction more confidently.
