Prison-rape jokes in particular are saying that you think the U.S. government runs the largest network of deliberate rape camps in human history, and that that's awesome and hilarious.

Eh, I wouldn't say they're *deliberate* rape camps though. Certainly, mainstream folk don't give a shit about prison rape but it's not something that the government actively promotes. They just don't care.

Now criminally cheap labor -- that's a different story.

Also, keep in mind that a lot of prisons in the US are privatized.

Ah, but a lot of people like to joke about how rape is the point of prison, it's part of the punishment in their minds. They don't say "You'll rot in a cell," they say "You'll have some big guy's cock up your ass." Usually a big black guy, because the kind of people who make that kind of joke are also usually pretty racist. So yeah, those people do see prisons as intentionally promoting rape.
