It certainly seems that way on a personal reason when you want to move abroad, but countries have these rules for a reason. They really can't just let random people come settle down permanently. Every country has rules about immigration, and Europe is among the strictest. From citizens of the country's point of view, it would be absolutely chaos to let any immigrant in whenever they like. especially people who aren't bringing money into the country.
