If they're rich and don't believe they have an obligation to help people who aren't as much as they possibly can.

What's the quota? 10% of their salary? 50%? 99%?

As much as they can spare without risking their own stability. If they make six figures, at least 25% often won't hurt them. If they're a billionaire, I'd side-eye them for not giving 99%. It also depends on their own need: if someone has medical fees or another reason they need more money than most people do, I understand that, but if they can cover all their necessities, plus many luxuries, multiple dependents, and a hefty savings, that money is needed elsewhere.
