I kind of feel you OP. I've got a fandom friend who has this beloved OC that they stick into *everything*. Got a fun new story idea to share or an AU to discuss? 'OOoooh, well OC would be perfect for [role] in that!' 'Please please use OC!' 'If you need a [role], you can use OC for it!' and other variations that are basically 'Use my OC please so I can get free fic of said OC!'.

What makes it worse is that in our fandom, this friend has a more beloved romance starring their OC and a canon character. So they're always trying to wedge that into everything too, even when it makes no logical sense and is basically them taking a crowbar and a hammer to a fic's storyline/an AU's setup.

They've recently toned down on it at last, but it's always there, in the background, like a lingering shadow.....

I would suggest telling your friend nicely "hey I understand you're really passionate about your character, but I have ideas I want to explore that don't involve your OC." Or suggest that they write stories about their character.

Or you could always tell them that you wouldn't feel comfortable writing their character, because you don't know the character as well as they do.

I have, to both, and I think some of our other fandom friends have as well, hence the recent tone down. I know I told this friend outright that they were making me uncomfortable.

As someone who's literally been harassed for 'misusing' a person's OC before (long story), that was my reasoning for not using their OC, plus like you said, I don't know the character as well as they do. Actually, I think I'm half the reason that OC has any kind of back story/character development to begin with, as whenever my friend started talking about their OC, I'd be annoying and ask for deeper details: 'Why would OC say that in this situation?', 'What, were did that detail come from, you said OC was [insert subject]!', 'Why, exactly, should this canon character care what your OC has to say and why does OC suddenly have power over them?' and so on.

If this were ten years ago I'd think you were talking about a friend of mine. :/

(I guess you still could be, but I doubt it, as she gets really awkward if you mention fandom nowadays, which makes me think she's embarrassed by how she used to be. NGL, kinda wish she hadn't gone the opposite end, but what can you do?)
