Although in a more enclosed fandom space, I'd go ahead and say Lord Vetinari from Discworld. Seems like less and less people have heard of Discworld these days ;_;

I've already talked up Hilbert from Last Scenario twice already, so I'll try someone else: El Patron from The House of the Scorpion. In one way or another, he owns almost everyone around him, but he's willing to let them forget that he's in control so long as he doesn't need them. Every choice they make and every liberty they have is one he allows them, an amusement for him as he watches them pretend to have free will. If they no longer serve a purpose to him, he has no compunctions about disposing of them, but he's so friendly and likable that most don't see it coming. It's hinted that there's something fundamentally broken in him from all the horrors he's seen, something that makes him need to be the one with all the power.

Takeru from Last Friends (a Japanese tv show from a few years back). He's just such a sweetheart. To my knowledge, it was a pretty popular tv show in Japan so he's probably not all that obscure there, but I don't know many people irl who have seen the show.

Obscure but also NOT!obscure would be Matt from Death Note. I think he appeared in a grand total of 5-7 panels in the entire 12 volume series. And yet he was actually pretty dang popular.

Actually obscure that I love? Probably Kitchel and Tetheus from Dragon Knights, a 26 volume manga series that no one has read.

SUPER obscure, that I remember really liking as a kid to the point where he was (and still is) my mental image of Peeves? Prin the Forest Imp from the 90s computer game Hansel and Gretel and the Enchanted Castle.

Old Doctor Who did one-off characters so well. Particularly right now I'm thinking of the characters in Battlefield (Brigadier Bambera! Ancelyn! Ace's latest girlfriend!) and the old guy in the 'Dust Breeding' audio drama.

And of arguable obscurity: Ael, from Duane's Star Trek Rihannsu series. LET ME LOVE YOU COMMANDER, OR LET KIRK LOVE YOU AND ME WATCH.

Maybe King Shark? He started off as a minor Superboy villain but ever since he got included in Gail Simone's Secret Six he's been a barrel of laughs whenever he shows up.

Pretty much any of my favorite companions from The Old Republic, since they're barely even known, if at all, by the larger Star Wars fandom. And a couple minor NPCs, too... Duke Organa, Kai Zyken, and Crysta Markon in particular.

Any Green Lantern-series character that wasn't one of the humans (Carol and Jade included) or Sinestro. Admittedly, the comics never really did much with them outside of background window dressing, but it's something I shamefully admit I'm still kind of bitter about whenever I look back on my GL fandom days.

Kraglin Obfonteri from 'Guardians of the Galaxy'. He may have only gotten a handful of dialogue, wasn't referred to by name on screen (I have to tell people he's the 'Capt'n's gotta teach stuff' guy), and is admittedly kinda ugly-looking, but I think he's kind of endearing. I expect Kraglin is kill in GOTG 2, because James Gunn likes to do that to his brother's roles in most of his projects, haha.
