But he didn't even follow what source material was there. He went for cracky and over the top rather than the more quietly menacing Voldemort of the book. And what he did in DH part 2 was just laughable. GOF was tolerable even if it wasn't how I pictured it (except the part where he touches Harry's scar which was also laughable).

You'd figure he could pull from his experience from Schindler's list considering Voldemort was basically wizard Hitler...

Honestly, actors don't tend to get that much freedom in portrayal. Voldemort was likely more a product of directing than individual actor choice.

Yep, this. Which is why source material matters. I'm not saying it's impossible to write a more chilling villain than Amon Goeth, but Voldemort ain't it. Fiennes' portrayal was probably limited by the part that was written for him and the direction, not to mention the fact that it was a movie aimed at a family audience with lots of young children. He was never going to get to Amon Goeth level of scary.
