So...if we're going to kill off Steve Rogers in the upcoming film, then what would be the point of giving him a love interest in the form of Emily Vancamp who's apparently signed on for 3 months of filming? Along with introducing so many new characters?

Yeah, it's confusing.

Why are people so certain Steve is going to die? Is it just contract negotiations stuff?

Yes, it has to do with how many MCU movies the Chris Evans is contracted to do and probably how many Sebastian Stan is contracted to do (because, in the comics, Bucky becomes Captain America and Marvel is obviously planning how to extend the movie franchise past the original actors).
