Though if it's accidental, I'm not sure it can truly be called evil. The manipulation, the deception (of people he purportedly trusts), Coulson's resurrection, etc. may have been done with good intentions (or at least not terrible ones), but the consequences of some of his actions have caused real (and extensive) harm (and yeah, you could probably make the same case for Tony).
