I write Gen fic, and it is definitely not SJW fic - my fic is essentially an 'episode of the week', except it's not on your TV.

However, IME, the vast majority of fanfic is shipping fic of some sort. Maybe for some of those writers, when ship ISN'T the focus of the fic, they just latch onto some fandom issue that's currently percolating, and that's why you're ending up with SJW-fic? Just a guess.
