Before you give up on gen exchanges entirely, try putting "no issuefic" in your prefs. It'll deter most of the Very Special Message fic - while there's always the chance you'll get a writer who's just that tonedeaf, most people will follow the request, because they really do want to write something you like.

It might not hurt to be a little more specific in your requests, too. If they really are as broad as you example, that's not a whole lot for your writers to go on - you might be getting primarily issuefic because your writers are flailing desperately for a starting point, and your fandoms lend themselves to that being what first comes to mind.
