It's going to vary greatly depending on where your existing plumbing/sewer lines are, so the best thing to do would be to get a (usually free) quote from a professional who does the kind of work you're considering getting done. Then compare that to your finances, and what said family member will add to them. You might luck out and they're right below the garage, or they might be nowhere near there and it'll be quite prohibitive; either way you'll have your answer.
