The mandatory attendance and mingling with other people is a part of the bullying yes, but age plays a huge role, too. This is is precisely why you don't see the same level of bullying in adult workplaces. It's not that bullying never occurs, it just doesn't occur with the same frequency.

Bullying in high school:
- it can make your life a living hell
- if there are few other schools in your area, you can't even transfer unless your family moves house
- but you still have food and a place to live in, as the bullying doesn't have any impact on this

Bullying in work:
- it can make your life a living hell
- if there are few other jobs because of the economy, you can't even leave
- if the bully forces you to finally resign, you can lose your home and have no money for food, because unemployment won't cover you voluntarily leaving your job.

It must suck so much to be in the US where unions are so weak :(
