There's a lot in both places and a lot of individual variation in experiences.

My general observations: in the workplace it's often more insidious but also harder to get rid of because the people who do it and get away with it have pulled the right strings and they're hard to dislodge, even if other professionals - including their own higher-ups - are vocal about wanting them gone. In school I think it's kind of the opposite - the authorities can get rid of a bully student* but they often can't be arsed to.

*teachers are a whole 'nother ballgame...
