In the movie, at least, Tony is not going to be the bad guy. At least according to rumors both sides are going to be portrayed as just different opinions but neither more wrong the other. Which I like because I can see both sides of the issue.

The comic Civil War was horrible. I was really worried when I heard they were adapting it considering how much I detest it. But everything I've heard about the movie so far has been good. Though then again the buzz about Ultron was good and then it didn't live up to the hype.

IA that Ultron wasn't at as high a watermark as the other MCU stuff, but I'll say over and over that at least it was better than the comic.
