Not villainous? What about the Negative Zone prison? The retaining of psychopaths?

Fair points.

I'm actually not much of a fan of Tony Stark at all, particularly as portrayed in those comics, but he wasn't completely morally WRONG in his insistence on an actual rule of LAW.

He may have been the villain, but I don't think he was knowingly evil and I don't think Captain America did the right thing, either.
