You don't want a society where people stay silent when they see disturbing things, or else have to escalate to calling authorities. That's not a cohesive society.

Saying, well just get Big Daddy to sort it out strips even more responsibility for each other from citizens, it's not always warranted to get authorities involved, sometimes it isn't something illegal but still fucked up, sometimes there are no authorities around anyway, and for some populations, avoiding getting authorities involved is safest anyway.

We need to take more responsibility and care for each other, not just keep our heads down or report others to authorities, that sounds authoritarian to me, where people's morals are only dictated by what they think can get away with, or pretend to not see - that is NOT the polar opposite of someone resorting to pushing a disabled person off their seat, you know.
