I am getting skeptical about the basic idea of queerbaiting tbh, so I'm not really sure how to answer this question.

It seems like the main constituent function that determines if something is queerbaiting is if fans decide to ship it

Well, queerbaiting has to be done deliberately by the director in order to be queerbaiting. It toys with the idea, but whenever it gets too "intimate", it backs away with a clear no homo. I agree the concept can be vague and not always 100%, and the line between subtext and baiting can be kind of vague too. But I'd say the concept is easier to recognize when done with two sexy female characters for a "mainstream" audience, where there seems to be something queer going on for the sake of titillating the audience, only for them to have boyfriends at the end. (with no exploration of actual bi/gay feelings)

I think I would have more faith in the concept if the most prominent uses didn't also happen to be in cases of juggernaut ships tbh.

Queerbaiting is when a show decides they want a LGBT audience but they never go through with it.
So for example when two characters act kinda gay and it seems like there might be something there, but then the show loudly proclaims that "LOL NO HOMO THEY'RE HETEROSEXUAL".

The difference between subtext and queerbaiting is that subtext is devoid of "no homo" jokes. With queerbaiting the show goes out of its way to explain that these characters are soooo straight. They could never be gay, even though the characters are constantly thrown into sexually ambiguous situations. The gay gets played up but never turns into something meaningful. At the same time, the showrunners are pussyfooting around the issue and never say yes or no. It's always a maybe even though what they really mean is no.

It just seems like it very frequently turns into a way for shippers to bash the powers that be for not making their ship canon

Yes? Fans can be batshit insane. Queerbaiting is in the hands of the showrunners though. And yes, queerbaiting can be rage-inducing and absolutely should be bashed when it occurs.

Yes, that can happen. Mostly on tumblr tho.

Plenty of people who call out queerbaiting are just fans who are tired of being jerked around by the show. They're not upset because someone disagrees with their ship. They're upset, because their ship keeps getting more fuel but there's no finish line in sight. It's like... Jerking off with no climax.

Idk, I've seen Sherlock and Sherlock & John constantly get mistaken for a couple and even have an ~awkward moment~ where they fear the other is interested. John's girlfriend calls Sherlock his "lucky girlfriend" because they're so glued together...

I'm not even a shipper and I think it's hella weird. Would be called blatant will-they-won't-they with a het couple.

When you define it that way, i'm having a hard time thinking of scenarios like this at all in shows i like. 'sexually ambiguous situations' just....don't seem to happen at all.
