The block feature has recently been changed, so now if you block someone, it forces them to unfollow you. It's no longer necessary to approach people and ask them to unfollow you; you can just quietly block them and move on with your life. That person is either unaware of the update or is being childish.

I had a blog briefly in 2013... iirc it had that feature then, so there's not much excuse not to know about it.

It's a block feature now. It's not just ignoring someone. The block blocks all interaction rather than just making a blog invisible.
