Why should people just be able to immigrate to another country whenever they want, though? There SHOULD be caps and laws in place or else everyone would move to the countries that they perceive to be the "best," which would a) make those countries no longer so great due to overpopulation, and b) have a major negative impact on the economies and the society of the countries that the people have emigrated from.

Just wanting to move to another country - any country - shouldn't be a good enough reason to be able to do it easily.
