But I think just reading some of those positive secrets makes peoples' days a little brighter. Perhaps they should respond to them more actively, but I suspect the lack of response doesn't map out to lack of interest.

That's possible, but I think if people want secrets to uplift their day, then they should understand that if they lurk, reap the benefit and don't leave a comment to indicate that they enjoyed the secret, this might be a motivating factor behind why people don't bother to make positive secrets.
