I'd probably go, "Historical fantasy about " or "fantasy ".

It may not work, but it is worth a shot.

Try Guy Gavriel Kay. The Lions of Al-Rassan based on Al-Andalus (European but not the usual area), The Sarantine Mosaic is based on the Byzantine Empire, and Under Heaven is based on Tang Dynasty China.
