I think in this case it's the fact that she's sexy to the point of impracticality. Like the Suicide Squad is supposed to be a sort of Special Ops group meant to do the governments dirty work right? Which presumably means lots of running around, shooting, getting shot at, kidnapping, etc. Lots of physical activity that would presumably require some degree of physical protection. How is Harley supposed to run around in 4 inch heels? How is a a t-shirt, short jacket, and booty shorts supposed to provide any level of protection? It's especially jarring when you take into account the fact that her male counterparts like Deadshot and Rick Flag ARE wearing outfits more appropriate for Special Ops missions, like body armor and boots.

You can have a female character in a sexy outfit that's still somewhat practical. Look at Catwoman in TDKR or Black Widow in the MCU. Yeah they're wearing skintight leather catsuits, but they're still covering the body and providing that layer of protection (and in Black Widows case she's wearing practical boots). Even Harley Quinn in the DCAU wore a full body suit and flats, and she still manages to be sexy.

I do get that argument, on the heels especially, but here's the thing. Harley's suit is spandex. She picked it up at a costume shop and threw it together, that's canon. So it's just as impractical in the comics and show. She never wore protective stuff either because Ivy injected her with super plant hormones so Harley has always been running around in nothing but form fitting spandex (new52 redesign aside). Catwoman and Black Widow are implied to be wearing kevlar/leather/super secret spy stuff. But Harley? She never made the switch from spandex pre-new52.

And while that's true about her male counterparts, it's a bit of false equivalency. Deadshot has almost always been depicted in armor and such. Harley's male counterpart is Joker, and if you havent noticed, he's running around in a trench coat and shirtless which is just as impractical as what SS!Harley is wearing.

Like again, I get the complaints (fucking HEEELS), but i feel like people sometimes want to get on their high horse while ignoring the fact that honestly, it's not that huge a departure from actual Harley or out of the question she would wear.

In the case of the Joker, yeah his stuff's not practical either but a) his outfit is not deliberately sexual the way Harley's is and b) he's not being supported/supplied by the US government. Harley's design is so blatantly sexual that it just draws attention to how impractical it is, unlike the Joker's outfit. The Suicide Squad and as a result Harley, is a group with government backing and consequently I imagine they would have a vested interest in having their operatives not be hampered by impractical gear. And as far as we know Ivy isn't a part of the DCEU, so it doesn't seem like she has the plant hormone protection either. I don't mean to say that Harley shouldn't be sexualized period, or that her costume isn't something that she would wear, I just feel that for the role she's supposed to play in the film it doesn't really work. Walking around a dungeon torturing a guy? Yeah I could see her wearing that. Serving on an elite government kill squad? Not so much.

Like as you pointed out, Catwoman and Black Widow both wear skintight suits implicitly made from some kind of protective material. Why couldn't Harley have something similar, like a skintight leather catsuit with the black and red patterning? Or some kind of protective headgear with a design like the jester cap? They've figured out ways to make iconic superhero costumes work on film before, surely they could do the same with her.

(granted I think the film looks godawful so that may be coloring my perceptions)

But the REASON Bigtiddys wears dental floss is her tragic past as a dental assistant and if she tried to put on pants the chip in her head would explode so there are REASONS for her to run around in stripper heels and dental floss and don't you feel terrible for questioning these REASONS?! It's certainly not my weird fetish for ladies in dental floss or for SEXUAL reasons, dear god man the woman has a bombchipdevice in her head?!
