The vast majority of our current images of the Tolkeinian races comes from media like the Bakshi cartoons and PJ's movies. Even in Bakshi, the Elves had straight hair - even the creepy imp!Thranduil, for what hair he did have.
My personal liking for Elves being able to have curls is just a personal preference influenced by the picture I made up for my RP character Elennárë, who mind you, is not technically an Elf.
