I've been wondering about this myself, to be honest. I could probably go into a long tl;dr about this, but my short and concise cop out answer is "only time will tell."

Before I begin, I’d like to point out that this is coming from the context as seen in the Americas. Though I try my best to keep up with what’s going on abroad, my personal experiences – and therefore, observations – are bound to the American continent. Also, I apologize in advance for lack of sources; this is essentially a jumble of thoughts that have been synthesized from information I’ve learned from school, professors, reading, etc. If I’m incorrect somewhere, please let me know.

Has democracy run its course? I’m not sure. However, it is important to think critically about a concept designed only for a privileged few. As it stands, there's still a lot that needs to be done. Much like in Ancient Greece, where only a handful of the population could participate in the democratic workings of the state, there are still swathes of the population who are disenfranchised and cannot vote. Alternatively, you have money taking over the system to the point that the only way to make your voice heard is through monetary means - which only a select few have access to in large quantities. With all of this happening, I think that if democracy is to be successful, it must address a few things: 1) divorce itself from capitalism completely; 2) empower marginalized communities; and 3) accept the fact that not everyone wants to be a part of a system that’s a crucial component of settler colonial states (as is the case for many indigenous communities. The last item may seem a bit out of place, but I do feel that it’s a crucial first step to addressing the brutality of the continents’ colonial past, and ensuring that we can allow communities most affected by it (read: indigenous nations) the choice of participating in democratic processes, or going back to pre-contact forms of rule and updating them for the 21st century.

Beyond that, democracy’s success will largely be dependent on how much effort each country is willing to put into addressing its past, so as to build a better future. In Latin America specifically, there’s been a long history of crown rule, followed by various types of dictatorships, which pretty much means that democracy is very much a work in progress there. 200+ years of gold-, and later, power-hungry assholes are very hard to deprogram from a continent’s psyche. It doesn’t help that a lot of the corruption in Latin America – indeed, ALL of the American continent – has its roots in benefitting a small but powerful elite. I would argue that this is a hold-over from our colonial overlords, as a “true” democracy should ideally serve EVERYONE and not just a small group (kinda like what was happening with the whole thing with kings and estates and whatnot in Europe).
