Agree 100%. It's OK to notice someone is attractive; it's not cool to say "but her body is mature so she's not a child." There are eight year olds who are entering puberty; it's a mess, probably something environmental, but it does not make her anything but a child so stay the fuck away. :)

Legally, a child is anyone under 18. Biologically, a child is anyone between birth and puberty.

Puberty isn't a set period, though. I know a girl who had her first period at 9, and another who didn't get it until 17. If your hormones are out of whack, you could be a "child" for either a very brief or a very long time.
