I had technically "cosmetic" surgery to fix an issue with the bone structure of my jaw 7 years ago. It wasn't strictly cosmetic--I didn't much mind how I looked (though I do like how I look now better)--as it was causing some pain and issues with breathing, but...basically, yes. People own their bodies. If they're truly making choices that they like and feel good about, it's no different than cutting your hair or piercing your ear.
