Believe it or not, when you use a public space it is rude to make a mess. For instance, I'm in my university's library right now. Just because there are janitors doesn't mean I can pull out my hair and leave it everywhere on the desk I'm at, or litter.

Tldr if you're making an excessive mess in a public space, you have the responsibility to deal with it, not the cleaners.

Natural human shedding? Uh, pretty sure excessive amounts of hair falling everywhere isn't natural.

Yes...it often is.

I have very long thick hair on my head. I do my best to not leave bunches of it everywhere, and more of it comes out in my shower than anywhere else. But I DO shed a lot naturally as does pretty much everyone else with my hair type.

(I suppose it depends on how you define "excessive" though. I'd argue that normal amounts of shedding aren't excessive.)

uhhh I'm pretty sure a hair falling on a table or whatever is indeed the cleaners' responsibility. clearly you have never been a cleaner.

Clearly you've never been a cleaner, where you've had to deal with people's excessive messes they leave around on top of everything else you have to do. Being a cleaner isn't as easy as you think
