OP using the word "feisty" makes me guess they're talking about characters who are written as meant to be sympathetic and not seen as brats at all. They're not "bratty," they're feisty and you're supposed to think they're awesome! Or if they're called a brat in the story, they're a "lovable" brat and they never get punished in any way for being one.
