I don't know what the OP had in mind (and I'll bet it was probably a little more childish OMG ONE TRUE LOVE! just because of the wording), but I figure the Doctor/Rose relationship was a big, long thing, and it did make him happy, and honestly, I don't think it cheapened his character any to be in love. But the way I see it, it bothers me less when someone just doesn't "ship it" (as in, just doesn't really care for the romance) as opposed to people who actively hate it and talk about how wrong it is for the Doctor to fall in love with anyone and how if the Doctor did fall in love, why was it with such a *insert choice of insult here* etc etc.

But the Doctor's big thing about his unhappiness is that he's alone - it's repeated over and over again, the lonely god, the lonely angel, Reinette seeing in his mind that he's lonelier now than he ever was as a child - and he explicitly says in The Sound of Drums that he's been alone ever since the Time War. He's alone even with Rose and Martha and Jack there, but he's not when the Master's back; and unlike the first two, the Master's not going to age and die on him, as he has so much angst about in School Reunion (Jack won't either, of course, and it's ironic that the Doctor's 'prejudice' causes him to run away from the one companion who could actually stay with him forever.) Except the Master being evil puts a slight crimp on things. It's a doomed relationship, but all his relationships are. Some of them - like with Reinette, the Master, Joan, Astrid - are just quicker to crash and burn than others. I think in the short term (for a Time Lord), yes, he'd be happy with Rose but barring her becoming immortal and the Time Lords returning he'd still be alone.
I just can't see Ten being permanently happy with anyone - not because I hate the character, but because there's more wrong with him than can be fixed by giving him a girlfriend or boyfriend. JMHO. (Obviously this only applies to the show itself. In fanfic people can knock themselves out with their epic fic where he lives happily ever after with Rose/Astrid/the Face of Boe.)

Truth, truth, and more truth. I think that's something I love about Ten--he seems all happy and bouncy, and a lot of people who don't like his character say it's because he's so hyper and a little (pardon the term) spazzy. But just like Nine's (and Six's! Gotta love Six) prickly edges hid this wild exuberant joy, Ten's happy-go-lucky wackiness is just a smoke screen to hide the fact that, honestly, he's probably the most screwed up (and creepy) of the Doctors so far. Nine dealt with being alone by being broody and making sarcastic comments and all that. Ten deals with it...by not dealing with it. That boy has more issues than National Geographic, and that's just who he is.
Of course, like you said, fanfic and all...I'm a sucker for that. But even not being alone...being with the Master would just be a different kind of torture. Poor Doctor.

Well, even Jack doesn't last forever, even if he doesn't turn into head-in-a-jar. He said before that he does age, just very slowly.
