I disagree. Celibate Jedi make no sense given the rest of the setting.

Yup. And Force ability, at least to a certain extent, is clearly genetic. I actually think it sort of makes sense in the Prequel era, but I imagine it as something that developed over time and led to the Jedi already starting to die off before Palpatine even comes into the picture.

It's explicitly an inheritable trait in the EU (not always inherited, but often), though most of that's been officially decanonized.

It is also explicit in canon. Luke and Leia inherit it as does Ben Solo/Kylo Ren.
