Does Tourette's even cause any behavior that would be distinguishable online, except in, maybe, posted video or audio? (I genuinely don't know the answer to this. But since it's a tic disorder, I'm having a hard time imagining anyone using it as a way to excuse their online misdeeds.)

No, it doesn't effect typing skills at all, at least not in that way. Usually, it's people swearing or saying inappropriate things, and then when they're called out, they pull the whole "I have Tourette's!" card, which doesn't make sense.
