Ugh, that sucks. Could it be your water supply? My city's water is sometimes so highly chlorinated out of the tap that it smells like a public swimming pool and tints my hair green, and if you've got a sensitivity to something specific in the water, it could be that. I'm in the US, but luckily not in Flint, Michigan, which is making the news for having a really nasty water quality problem (lead and other super-toxic chemicals) thanks to corrupt politicians, but apparently there are lots of other mostly poverty-stricken towns where toxic water is a thing. Or it could just be you've developed an intolerance to a common shampoo ingredient. Do you have access to a doctor to rule out stuff like psoriasis or allergies? Maybe try a sponge bath using bottled water and see if that helps. Good luck.
