I don't understand the mentality, how mocking any victim could be OK.
I admit it's hard not to mock Trump sometimes, though. 😞

Personal attacks on people for other reasons than publically stated beliefs/opinions (eg. height, weight, racial stereotype) = punching down.
Doesn't really matter which side you're punching, or where the person is in any supposed social hierarchy. If you're mocking someone for something they can't control, or something they never said (but is just associated with a stereotype) you're punching down.
RL example of punching up: making fun of Trump for representing an overblown, highly publicized version of "Murrican" values.
Punching down: mocking Britney Spears for being a blonde airhead or suspected emotional problems because "she's a celebrity, she can take it".
Priorities, guys.
