Are they both villains?

Top character is a villain, bottom one is not.

Wow. How did they get away with not having that character be a villain with lines like that?

Context is everything, and the world is complicated? iirc (it's been a while) the narrative did not outright justify what she had done, but they did portray her as believing very strongly in her ideals.
The context was that Bajor was brutally colonized by Cardassia, people thrown in work camps etc, and Kira was a freedom fighter.
Both of these characters are portrayed as having done some pretty shady shit during the war, though the guy on top was definitely worse.

She's the Bejoran (sp?) head of security for the space station, that is in Bejoran space. She was a resistance fighter, and is loyal to the Federation.

She was an utterly *awesome* character, I loved her. And you got where she was coming from, because the invasion and occupation of her planet was horrible, and the Carrdasians (sp, again) were pretty damn evil, and continued to be evil.

Ostensibly the bottom one is a good guy, but I think the show gets across the point that this is a fight where there are no absolute winners OR good guys.

Might wanna consider that Bajorans were also intended as expies for Jewish people in the first place? Read up on Gallitep, sometime.

Yeah, I always saw the storyline as more of a Nazi/Holocaust thing. Which made my love of the Cardassians even more uncomfortable...

Their creator compared them to the Palestinans too.

But that point was, frankly, obvious enough in the show that it really makes me think OP was a troll.

Eh, honestly? It wasn't perfect, but I liked at how at many times (including our example) it showed that often there are no winners or "good guys" in a conflict, but everyone is tainted somehow.

I don't think that was the writers' idea, tbh. Both situations were different enough.

But maybe you see how the Palestinians feel now? I will never condone terrorism and murder, but they at least have a right to be angry. Constant, prolonged anger is poisonous and is destroying that whole region. And the world.
