Context is everything, and the world is complicated? iirc (it's been a while) the narrative did not outright justify what she had done, but they did portray her as believing very strongly in her ideals.
The context was that Bajor was brutally colonized by Cardassia, people thrown in work camps etc, and Kira was a freedom fighter.
Both of these characters are portrayed as having done some pretty shady shit during the war, though the guy on top was definitely worse.

She's the Bejoran (sp?) head of security for the space station, that is in Bejoran space. She was a resistance fighter, and is loyal to the Federation.

She was an utterly *awesome* character, I loved her. And you got where she was coming from, because the invasion and occupation of her planet was horrible, and the Carrdasians (sp, again) were pretty damn evil, and continued to be evil.

She changed over time. She started out the series hating all Cardassians (and for good reason really). By the end she was actually helping them save their own homeworld.

She's a former resistance fighter who grew up during a horrible, cruel occupation of her home planet. Fighting the people occupying her homeworld does not make her a villain.

And the show actually did a pretty good job with the whole terrorist/freedom fighter thing.

Ostensibly the bottom one is a good guy, but I think the show gets across the point that this is a fight where there are no absolute winners OR good guys.
